Secretary of State Rex Tillerson told representatives of Canada, Russia and other nations with Arctic territory that the US needs time to develop its climate policy but is listening to other nations' concerns.

Still, Tillerson's signing of the document surprised a source close to the State Department.

President Donald Trump pledged to withdraw the U.S. from the 2015 Paris climate accord but has yet to make a formal decision. After pledging to "cancel" the agreement during his campaign, Trump has now softened his tone, noting that he had an open mind about the global agreement to limit the effects of climate change.

His administration has aggressively begun trying to dismantle numerous climate policies created under the Obama administration, including federal rules to phase out coal-fired power plants, increase restrictions on vehicle emissions and limit methane leaks from natural gas production. It was unclear how much influence the Arctic agreement would influence Trump's decision.

"Anybody who spent time in or studying the Arctic knows that the region is warming, that climate change is a real issue here, and the Arctic Council has certainly been paying attention to it", he said. The ministers stressed to Tillerson the business benefits, as well as the advantages to the environment and Arctic natives, and of taking action on the climate, Samuelsen said.

And Tillerson's spoken remarks at the meeting made clear that the administration is divided.

"We are unsure what the Trump administration thinks about the Arctic region in general, about the Arctic Council in particular and about its role", said Victoria Herrmann, president of The Arctic Institute, a Washington, DC-based group that provides research to shape Arctic policy.

"But we're not going to rush", Tillerson said.

At the beginning of its Arctic Council presidency under then-president Barack Obama, the USA had identified Arctic climate change as a top priority.

This limits Tillerson's room to maneuver as he tries to find a way to express solidarity with fellow Arctic nations, without knowing where Trump will finally come down on the issue. "That has remained a very cooperative body". The document, which calls for action to blunt the thawing of the Arctic, was dubbed the Fairbanks Declaration.

That's a tough position to take in the Arctic, which is warming rapidly and experiencing a multitude of climate change-induced issues.

The acceptance of the urgent need to reduce greenhouse gases (such as methane and carbon dioxide) and pollutants (like black carbon and aerosols) appears significant.

World leaders gathered at the 2015 United Nations Climate Change Conference, where the terms of the Paris Agreement were agreed upon.
