Japan's Prime Minister Shinzo Abe said he and South Korean President Moon Jae-in discussed by phone North Korea's latest missile test, while his top national security adviser also spoke with his US counterpart.

The missile impacted "so close to Russian soil - in fact, closer to Russia than to Japan - the President can not imagine that Russia is pleased", the White House said.

Tensions have mounted in recent months after the Trump administration said it would keep "all options on the table" to halt North Korea's nuclear weapons program, including a military strike.

Multiple sets of United Nations and US sanctions against North Korea have done little to deter Pyongyang from pursuing its nuclear and missile ambitions.

The US Treasury Department said it is looking at "every tool in its arsenal" to cut off sources of worldwide financing for illegal activities in North Korea.

Japanese Chief Cabinet Secretary Yoshihide Suga said that the missile presumably flew for 30 minutes not reaching the Japanese exclusive economic zone.

The launch came only a day after Choe Sun-hui, director general for North American affairs at North Korea's foreign ministry, said her country would be willing to talk to the US government if conditions were right, according to South Korean news agency Yonhap.

Pyongyang's ballistic missile flew around 700 kilometers, South Korea's military said, according to Yonhap.

Donald Trump has been briefed on North Korea's latest missile launch and believes Russian Federation must be unhappy with the firing as the missile fell close to the country, the White House said Sunday.

He says officials are studying possible implications of the launch that came days after South Korea's new president took office and an global conference is being hosted by China.

Trump throws his hat into Mideast peace process ring
Trump, while sounding hopeful about a peace deal, warned that "any agreement can not be imposed by the United States". But he made no mention of any such issues in his public comments with Abbas on Wednesday.

The reported altitude would indicate the missile was launched at a high trajectory.

This is the first provocative move from North Korea since South Korea appointed Moon Jae-in as the country's new President on Wednesday.

The North has staged two atomic tests and dozens of missile launches since the start of past year in its quest to develop a missile capable of delivering a nuclear warhead to the US mainland.

"At this point, we see nothing consistent with an (intercontinental ballistic missile) launch", a second defense official told CNN.

Japanese Prime Minister Shinzo Abe condemned the launch in a quick doorstep interview with reporters.

The estimated range of the North's Musudan missile is about 3,000 kilometers (1,865 miles), Wright said.

Kim Dong-yub, Kyungnam University's Institute of Far Eastern Studies in Seoul, said he estimated a standard trajectory firing would give it a range of 6,000 km (3,700 miles), meaning it would be capable of reaching Hawaii. North Korea time, from Kusong, an area not far from the border with China.

"North Korea's missile launch is a serious threat to Japan and clearly violates ... the United Nations resolution".

In Washington, the White House said Trump "cannot imagine Russian Federation is pleased" with the test as the missile landed closer to Russian Federation than to Japan.
