Euan Graham, an expert on North Korea at Australia's Lowy Institute, said it seemed to be a self-defeating move by North Korean leader Kim Jong Un.

Several analysts saw the launch as a test for South Korea's new President Moon Jae-In, a liberal who has said he wants to ease tensions with the North.

"The Russian missile attack warning systems followed the ballistic target during its 23-minute flight until its landing in the central part of the Sea of Japan (about 500 kilometers from the Russian territory)", the statement added.

It impacted "so close to Russian soil ... the president can not imagine that Russia is pleased", the White House said.

"North Korea has been a flagrant menace for far too long".

Hua says countries "should not do things that further escalate tensions in the region".

Her comments came hours after North Korea launched a ballistic missile that flew around 430 miles before crashing into the sea, USA and South Korean military officials said, in what appeared to be the latest missile test in defiance of United Nations sanctions.

Japanese Prime Minister Shinzo Abe said North Korea's missile launches were a "grave threat to our country and a clear violation of United Nations resolutions".

Earlier this month, Trump said he would be willing to meet North Korean leader Kim Jong Un "under the right circumstances".

Japanese Foreign Minister Fumio Kishida said he and his South Korean counterpart agreed that "dialogue for dialogue's sake with North Korea is meaningless".

"Despite strong warning from the worldwide community, North Korea launched a ballistic missile again", Abe said.

A Ministry spokeswoman, Hua Chunying, said in a statement Sunday faxed to The Associated Press that the situation on the Korean peninsula is "complex and sensitive". Moon has advocated dialogue with North Korea to denuclearize.

On Saturday, a top North Korean diplomat in charge of USA relations, Choe Son Hui, told reporters in Beijing that Pyongyang would be willing to meet with the Trump administration for negotiations "if the conditions are set".

The launch was also aimed at "maximising the North's political leverage" ahead of possible negotiations with the USA, as Pyongyang and Washington both recently signalled they were open to talks, he added.

Shen Dingli, a professor of global relations at Fudan University in Shanghai, says North Korea conducted the test to show its "determination to develop nuclear weapons and missiles remains unchanged".

On Sunday, Chinese leader Xi Jinping launched a major trade and infrastructure summit with multiple world leaders in Beijing.

China, North Korea's only major ally, however, urged restraint by "all relevant parties" in the wake of the test.

Japanese Defense Minister Tomomi Inada said North Korea might have launched a "new type of missile", given the altitude and duration of its flight.

Meanwhile, media outlets have quoted the South Korean Joint Chiefs of Staff as saying on Sunday that Pyongyang had launched an unidentified missile, presumably a ballistic one, in the vicinity of Kusong, North Pyongan Province, which flew about 430 miles and fell in the Sea of Japan.

The US Pacific Command said it was assessing what type of missile was tested on Sunday but noted it was "not consistent with an intercontinental ballistic missile".

Zhao said that while Pyongyang may not have timed the launch to insult China, the fact that the country went ahead with it regardless showed a lack of concern for potentially angering Beijing.
