New South Korean leader to visit White House in June

Kenny Thornton | 17 May, 2017, 11:15

The United States would consider talks with North Korea if it halts all nuclear and ballistic missile tests, Washington's envoy to the United Nations said Tuesday as the U.N. Security Council weighed new sanctions on Pyongyang.

The Moon administration must focus on establishing trust and cooperation with the Trump administration because it is the only pathway to finding a resolution to North Korea's program, said Siegfried Hecker, a senior fellow at the Center for International Security and Cooperation, an additional center in the Freeman Spogli Institute.

A South Korean official said the government plans to review how to prepare for an inter-Korean summit anniversary event slated for June after taking into account its ties with North Korea and Pyongyang's nuclear issue, Yonhap reported on May 16.

The U.S. ambassador said Russian Federation has the same decision to make as the rest of the global community: "You either support North Korea or you don't, but you have to choose".

On Sunday, North Korea launched what appeared to be the longest-range missile it has ever successfully tested, sparking global alarm.

Trump, meanwhile, has said he would be willing to meet with North Korean leader Kim Jong Un "under the right circumstances", in what would be the first meeting of the countries' leaders.

Pyongyang has carried out two atomic tests and dozens of missile launches since the beginning of previous year in its quest to develop a missile capable of delivering a nuclear warhead to the continental United States.

Moon was sworn in on May 10, vowing to "do whatever I can to establish peace on the Korean Peninsula", including a possible visit to North Korea.

However, Washington remains Seoul's closest ally and military protector. The agreement came during a meeting in Seoul between the U.S.

But Washington is Seoul's closest ally and military protector, and the North's rising nuclear and missile tests make close coordination crucial.

"I believe that China will stay true to that and we will come together on how we're going to do that", she said.

There are doubts whether the North can miniaturise a nuclear weapon sufficiently to fit it onto a missile nose cone, or master the technology needed for it to survive re-entry into the Earth's atmosphere.

Shin added that a coherent US strategy toward Asia and senior staff appointments in the State and Defense Departments would also aid in supporting the foundation upon which the South Korean and American governments work together on policy challenges, especially North Korea.

Beijing imposed a series of measures seen as economic retaliation. Former prime minister Lee Hae-chan will head to China on Thursday morning.

The Terminal High Altitude Area Defense (THAAD) system also raised questions for the US-South Korea alliance when Trump said Seoul should pay for the $1 billion deployment of the weapons, stunning many South Koreans.

Yoon added that they would pursue both "sanctions and dialogue", although the NSC's director for East Asia Matt Pottinger later told reporters that now was not the right time for talks with Pyongyang.
