The plan to remove Civil War-era monuments in New Orleans came nearly two years ago after Landrieu said he wanted four monuments removed: the Jefferson Davis, Liberty Place, the P.G.T Beauregard, and the General Robert E. Lee in the heart of the city.

In Charlottesville, Virginia, the city council voted narrowly in February to remove a bronze statue of Confederate General Robert E. Lee, and to rename Lee Park, where the statue stands.

The statue at the main entrance to the 1,300-acre City Park is one of four that the City Council and Mayor Mitch Landrieu have targeted for removal in an attempt to put post-Civil War divisions to rest.

"I think it's a win-win for the Mayor's office, City of New Orleans and for us", said Payne.

New Orleans removed the second of four Confederate monuments in the city early Thursday morning.

The statue of Gen. Robert E. Lee will be the last to come down. As with two earlier removals, it happened under cover of darkness.

Beauregard commanded the attack at Fort Sumter, South Carolina, at the outbreak of the Civil War.

However, a spokeswoman for Washington and Lee subsequently reached out to NOLA.com to deny that any such conversation had taken place, saying she was "not aware of anyone from the city of New Orleans contacting Washington and Lee about the statues". The Beauregard statue occupied a traffic circle near the entrance to City Park, a space that also is home to an oak tree that is reportedly 800 years old and has a colorful local history, which includes balls, fairs and duels.

Monument workers covered their faces and wore bulletproof vests and helmets for safety while removing the first two memorials of The White Rebellion and Jefferson Davis.

Marksbury says the group is now considering filing a contempt of court charge against the city and the mayor because he says they failed to do what they said they would to protect the statues. In 1932, the City added a plaque to the monument, which stated that the statue commemorated the "overthrow of carpetbag government, ousting the usurpers...and the national election of November 1876 recognized white supremacy in the South and gave us our state".
