A South Korean government minister has said North Korea's missile program is progressing faster than expected, just hours after the UN Security Council demanded the reclusive country to halt all nuclear and ballistic missile tests.

Since the last resolution, the harshest to date, was adopted in November, an emphasis has been put on having all countries implement the sanctions measures - including China, which is the North's closest ally and is accused of laxity with loopholes.

The Terminal High Altitude Area Defense system (THAAD), which became operational earlier this month in South Korea, aims to destroy short- and medium-range ballistic missiles amid growing nuclear and missile threats from North Korea.

A North Korean diplomat said today the election victory by left-leaning South Korean President Moon Jae-In reflected the people's "longing" for change.

Lee Dong-ryul, from South Korea's Dongduk Women's University, said that as China's influence on North Korea shrank, one of the few effective measures left in Beijing's toolkit was cutting off its oil supply to North Korea.

The UN Security Council first imposed sanctions on North Korea in 2006 in response to its five nuclear tests and two long-range rocket launches. This action is in violation of Security Council resolutions and a threat to peace and security in the region.

The remarks by Han suggested that the South Korean and USA militaries closely shared data on the operation of the THAAD in South Korea.

On Monday, Russian President Vladimir Putin condemned the launch as "counterproductive, damaging, dangerous". The missile fell in the Sea of Japan outside of Japan's special economic zone.

Tensions have simmered on the Korean peninsula since April, when Kim and his government conducted a series of missile tests that demonstrated both the country's growing military capability and its willingness to remain belligerent in the face of global pressure.

The test-launch was a legitimate act of self-defence and US criticism was a "wanton violation of the sovereignty and dignity of the DPRK", a North Korean diplomat told the U.N. Conference on Disarmament in Geneva on Tuesday.

North Korea launched a missile test on Sunday 14th May which they claim is capable of carrying a large nuclear warhead. Dictator Kim Jong Un personally oversaw the launch and, according to state media, warned that US territories were within reach and that the North was capable of a retaliatory strike.

Beijing has cited United Nations resolutions for all of its measures against North Korea.

Its goal is to develop a missile capable of delivering a nuclear warhead to the continental United States - something President Donald Trump has vowed "won't happen".

The ballistic missile launch comes after the North Korean dictator promised more nuclear and missile tests and claimed the United States mainland was within "sighting range for strike".

It said the newly developed Hwasong-12 flew as high as 2,111 kilometers (1,310 miles) before landing in a targeted area in the ocean about 787 kilometers (490 miles) from the launch site.
