The Swiss government says it is planning to increase efforts to examine the use of certain medical treatments and technologies to reduce health costs.

All over the world, people are dying from common diseases with well-known treatments.

As might be expected, many highly developed nations, such as Norway, Australia and Canada, scored well. The inaugural version of the index finds huge disparities both between countries, and within them. The lowest is the Central African Republic, the landlocked country in the middle of the continent where violence by armed groups against the civilian population has broken out in recent days.

The study analyzed death rates from 32 such diseases and conditions over the period 1990 to 2015 and found that almost all countries saw their rating improve over the years. The United States scores an 80 on the index, which is at the bottom of the second decile and puts it on par with Estonia and Montenegro. As with many other nations, the U.S. scored 100 in treating common vaccine-preventable diseases, such as diphtheria, tetanus, and measles.

However, the country lagged behind in areas such as Tuberculosis, Lower respiratory infections and Non-melanoma skin cancer, which all scored below 25 on the index.

And yet we spend more per capita on health care than any other country. "Anyone with a stake in the current health care debate, including elected officials at the federal, state, and local levels, should take a look at where the USA is falling short".

The survey, published online on Thursday in the medical journal The Lancetexternal link, looked at healthcare quality in 195 countries.

The Healthcare Access and Quality Index, based on death rates for 32 diseases that can be avoided or effectively treated with proper medical care, also tracked progress in each nation compared to the benchmark year of 1990.

The study, which appears in The Lancet, relied on data from the Global Burden of Diseases, Injuries, and Risk Factors (GBD), an annual study that uses 2,300 collaborators in 132 countries to quantify the magnitude of deaths from all major diseases and injuries.

The biggest underachievers in Asia included Indonesia, the Philippines, India and tiny Brunei, while in Africa it was Botswana, South Africa and Lesotho that had the most room for improvement. Nonetheless, many countries in these regions, including China (score: 74) and Ethiopia (score: 44), have seen sizeable gains since 1990.

The researchers then adjusted their analysis to account for variations in death rates not easily attributable to lack of personal healthcare, and measures of personal healthcare access and quality.
