UC Regents meeting to consider audit, student cap underway

The state's Budget Act of 2016 called for the UC Board of Regents to adopt a policy limiting the number of undergraduate nonresidents as a condition for receiving $18.5 million to support the enrollment of an additional 2,500 California resident undergraduates in the upcoming academic year.

"And the Office of the President is not doing a good job", she said.

This is a touchy subject for a public university system that benefits from higher out-of-state tuition but hears complaints from California undergraduates who say they are being squeezed from coveted spots by wealthier nonresidents.

Acknowledging concerns that surging nonresident enrollment cost some qualified California high schoolers a spot at the university, UC's Board of Regents on Thursday approved a policy that allows five campuses, including Davis, to grow their proportion of nonresident students to no more than 18 percent.

A top California legislator is disappointed the UC Board of Regents did not talk of repealing a planned tuition increase in the wake of a critical state audit of UC President Janet Napolitano's office.

However, things took a different turn this time around when an ad hoc brass band showed up to celebrate the occasion. While the goal of the removal process is unity, for now at least, it's highlighting divisions in New Orleans .

Makarechian said he voted against the cap because he thinks it goes against the values of a public university. "There's a balance in keeping faith with the public".

Napolitano has apologized for the way her office handled the investigation but disputed findings that her office hid $175 million.

"True to the university's mission, our nonresident enrollment policy underscores our unwavering commitment to the students of the state under the California Master Plan for Higher Education by offering a place on at least one of our campuses to every California applicant who meets UC's requirements for admission", Napolitano said.

Some board members complained about poor press coverage, and thanked the auditor for clarifying that the president's office did not commit malfeasance. "I'm still delighted. She has a record of being someone of great character who is visionary and gets things done", said Regent Norman J. Pattiz to Howle.

Though most regents voted in favor of the cap, Regents Hadi Makarechian and Gareth Elliott voted against the proposal.

The enrollment cap means that the system will receive $18.5 million state lawmakers had held back pending the adoption of a nonresident policy. Gareth Elliott said he voted against the proposal because he didn't want to reserve almost 25 percent of spots for nonresidents at UC Berkeley. Four campuses that already exceeded that threshold - Berkeley, San Diego, Los Angeles and Irvine - will be capped at their ratios in the 2017-18 academic year. They now comprise 16.5 percent of the system's 210,000 undergraduates, including more than 24 percent at Berkeley and almost 23 percent at San Diego and Los Angeles.
