A woman who police say wore a dinosaur costume and spooked carriage horses in SC has turned herself in.

The driver lost his balance and fell off the carriage.

Police in Charleston, S.C. have charged a woman in a weird incident in the city's historic downtown. The carriage then struck an unoccupied vehicle and caused minor damage to its bumper.

Nicole Wells, 26, surrendered to police around 9:30 a.m. Friday morning after a public plea from police to help find who was responsible for spooking one of the city's iconic carriage horses.

"I heard a lot of people outside yelling and making a commotion", Yates said."The first thing I saw was this huge inflated dinosaur and then I looked over across the street and I saw the horses going insane".

The animals and the tourists riding in the carriage were not hurt.

While attempting to control the horses, the carriage driver fell out of the carriage and his leg was caught in the front left wheel, then run over by the vehicle, the report states.

"It did seem that anybody would rightfully think that running by a horse in a T. rex costume, that would startle a horse", Wolfe said.

The driver was transported to the hospital and suffered a broken foot.

"If she turned away, I'm fairly convinced that things would have been different", he said. The company says the carriage driver warned the person not to scare the horses. "They were really going insane".

She said she realized they were going insane because of a "creepy" looking dinosaur.

"The dinosaur guy was just standing there doing nothing", Yates said."Some guys had to run over there and tell him to leave". The person ignored multiple warnings from the carriage driver and bystanders to move away from the horses. They did not see the T-Rex approach the horses or growl at them.

The Charleston Animal Society has announced a reward in the incident.

Today's assault is outrageous and has no place in Charleston.
