Sessions issued a new policy instructing federal prosecutors to charge individuals with the "most serious, readily provable offense".

The two-page memo, which was sent to more than 5,000 assistant US attorneys across the country and all assistant attorneys general in Washington, D.C., laid out the policy of tougher charges and longer prison time for criminals. Prosecutors were directed instead to focus on the most serious offenses. "This policy fully utilizes the tools Congress has given us", Sessions told thousands of assistant USA attorneys in the memo. "The most serious offenses are those that carry the most substantial guidelines sentence, including mandatory minimum sentences", Sessions states in the memo.

The Attorney General released harsh new directives on Friday that will target the most marginalized. This policy demands that the federal prosecutors "charge defendants with the most serious crime possible". "These are drug dealers, and you drug dealers are going to prison". But existing research suggests that incarceration is an ineffective and inefficient road on the path to recovery. "I trust our prosecutors in the field to make good judgements". "In that case, prosecutors should carefully consider whether an exception may be justified".

But any exceptions will need to be approved by top supervisors, and the reasons must be documented, allowing the Justice Department to track the handling of such cases by its 94 US attorney's offices.

It's important to note that the federal part of the U.S. criminal-justice system is a small chunk of the whole (about 13% of USA inmates are in federal prisons) and that the tide of reform isn't likely to turn back on the state and local level.

"If you are a drug trafficker, we will not look the other way, we will not be wilfully blind to your misconduct", The Washington Post quoted Sessions as saying. When President Trump came into office and appointed Jeff Sessions, drug war activists feared that he would take away the tremendous progress that was gained under the Obama administration.

All in all, it's safe to say Sessions' memo directing a renewed pursuit of mandatory sentences introduces a bad new policy.
