The letter also said the Justice Department's recent appointment of a special counsel had created a legally unsafe environment for Mr Flynn to cooperate with the panel's investigation.

The short-term national security adviser who lied about his communications with Russian Federation during Trump's transition has just stalled his own investigation by announcing he will plead the fifth amendment.

The committee issued a subpoena - a legal summons - two weeks ago to obtain the documents.
