Icy reception to Trump budget from fellow Republicans

Kenny Thornton | 24 May, 2017, 13:53

President Donald Trump is proposing to balance the federal budget within a decade by making sharp cuts to social safety-net programs while offering optimistic estimates of economic growth. She suggested the damage would be mitigated by Congress, which is already pushing back on the cuts.

Senator Lindsey Graham, the Republican chairman of the Senate subcommittee responsible for diplomacy and foreign aid spending, said Trump's proposal to cut the diplomacy and aid budget by one third would "gut soft power".

"We're going to measure compassion and success by the number of people we help get off of those programs and get back in charge of their own lives", he said.

Medicaid: The budget proposes cutting Medicaid and CHIP, the Children's Health Insurance Program, by $616 billion over 10 years, with nearly half the savings occurring in the last two years.

Meanwhile, the pre-budget document presenting state of country's economy, the Economic Survey of Pakistan is likely to be launched on coming Thursday.

Trump's plan promises that overhauling the tax code and easing regulations will lift economic growth from the lackluster 2.1 percent average rate of recent years to sustained annual gains of 3 percent or better. "It's going to be up to us to work through that and I dare say just after voting to plus up NIH funding in in the 21st Century Cures bill, it would be hard to get the votes to then cut it".

The budget does feature a handful of domestic initiatives, including a six-week paid parental leave program championed by Trump's daughter Ivanka that would be designed and financed by the states through cuts to unemployment insurance.

The cuts would "cripple our nation's scientific efforts, undermining our economic growth, public health and national security", Mary Sue Coleman, president of the Association of American Universities, said in a statement.

The proposal got a chilly reception from congressional Republicans and Democrats, who insist they will have the final say as they struggle to complete a health care bill and rewrite the tax code.

"All POTUS budgets are", he tweeted.

The formal unveiling of the White House budget is a time-honored Washington ritual usually composed of a Rose Garden ceremony and a presidential tour around the country. Susan Collins, a Maine Republican. Republicans did the same to Democrats throughout the Obama years, repeatedly forcing Democrats - especially moderates - to embrace parts of Obama's budget Republicans considered out of step with their voters.

Donald Trump departs Israel declaring that peace deal is possible
Rove said it was smart for the President to reassure the Saudi's that the last 8 years are over and a new chapter has begun. Abbas has also agreed to work towards a two-state solution , which is not supported by the majority of Palestinians.

On taxes, Trump promises an overhaul that would cut tax rates but rely on economic growth and elimination of tax breaks to avoid adding to the deficit. The $2.6 billion includes $1.6 billion for new and replacement border walls and the remainder for aircraft to detect border crossings, equipment including vehicles, weapons, computers and radios, surveillance technology, and road construction and maintenance for hard-to-reach areas.

This number rises to $378 Billion in 2017 and $404 Billion in 2018.

But the biggest changes in the proposed budget come in changes to the social safety net.

The proposed budget also includes cuts to Medicaid, which provides health care for the poor, by more than $600 billion over 10 years.

Trump upheld his promise - for the most part - that his budget would not cut Medicare and Social Security, two social programs that deficit hawks have long targeted for reforms.

MICK MULVANEY: We are not kicking anybody off of any program who really needs it. "If you are on food stamps, we need you to go to work. And we will do that".

Some cuts would save billions of dollars, like the proposed elimination of the $2.9 billion Community Development Block Grant program, which provided $1.8 million to Modesto, $6.3 million to Fresno and $4.4 million to Sacramento previous year. The budget says the US government will collect $328 billion in estate and gift taxes over the next decade, but it also says Trump will eliminate the estate tax.

Mulvaney said earlier this year that funding EPA programs was a "a waste of your money", but that "core functions of the EPA can be satisfied with this budget".

"There is one thing he can not change - the demographics", Hoagland said. He has called it a hoax perpetrated by the Chinese multiple times, although he has seemingly softened that stance in recent months.

In addition, the budget would make another Dollars 610 billion in cuts to Medicaid over 10 years by transitioning the program from a traditional entitlement to either a block grant program or a per-capita program that puts a ceiling on federal Medicaid funding to states.
