The United States is set to join Syria and Nicaragua as the world's only non-participants in the Paris Climate Agreement.

The United States is the world's second biggest carbon emitter, after China. A shift away from coal to cleaner-burning and cheaper natural gas in recent years has cut U.S. carbon emissions to near 30-year lows, according to the U.S. Energy Information Administration.

The landmark accord, onto which almost every country had signed, aims to lower emissions and take other measures to collectively combat global warming. In signing onto the accord, countries pledged to reduce greenhouse gas emissions, but were given wide leeway in how much they planned to reduce them by.

Environmental groups criticized the planned withdrawal.

A secession from the Paris alliance would leave the USA, which the European Commission cites as the second largest carbon dioxide-emitting nation on the planet, as one of only three nations out of 197 that are entitled to be in the pact but refuse to do so.

Still, Cohn said that the carbon levels agreed to by the prior administration "would be highly crippling to the US economic growth", and if the president had to choose between limiting carbon and economic growth, "growing our economy is going to win".
