The filibuster is a procedural tool in the Senate that allows for endless debate on a topic. The GOP is using a streamlined procedure that would let them pass a health bill with as few as 50 votes - plus a tie-breaker from Vice President Mike Pence - and bypass the usual 60-vote threshold. If filibusters were eliminated entirely, it might be a little easier to pass these priorities, but Democratic opposition is not the source of the White House's problem. Under this mechanism, the Senate can approve the health care bill with just 51 yeas-a reality untouched by the legislative filibuster or how the majority might change it.
