Sessions, in a letter Saturday to Senator Richard Shelby, wrote that he had been scheduled to discuss the Justice Department budget before House and Senate Appropriations subcommittees chaired by Shelby, but noted some members would focus their questions on the Russian Federation investigation.

In his defense, Sessions could cite a memo written by Deputy Attorney General Rod Rosenstein that criticized Comey over the Hillary Clinton email investigation.

Several lawmakers, especially Democrats, asked the leaders of the committee to insist it be open to the public and the press.
