USA intelligence reports have concluded that Russian President Vladimir Putin ordered a cyberattack with the intention of boosting Trump's chance to win. John McCain of Arizona, the Republican chairman of the Armed Services Committee, said ahead of the vote.

The Russia sanctions measure was added as an amendment to an Iranian sanctions bill, after a deal was struck between the heads of the Senate Foreign Relations and Banking Committees.

Finally, it provides that no sanctions can be lifted by the President without Congressional review.

Attempts to sanction Russian Federation for interfering in the election had stalled in Congress but gained momentum last week as the Senate began considering a separate bill to impose broader sanctions on Iran.

"I would urge Congress to ensure any legislation allows the president to have the flexibility to adjust sanctions to meet the needs of what is always an evolving diplomatic situation", Tillerson told lawmakers Wednesday. Bob Corker saying: "Look, this bill is going to become law".

The White House has yet to announce its position on the legislation, and whether it approves of a process of congressional review that would essentially restrict the president's actions with regard to Putin's government.

The entire sanctions bill will likely pass the Senate by the end of the week; it's unclear whether or when the House would hear it.

"The FBI leak of information regarding the President is outrageous, inexcusable and illegal", a spokesman for Trump's legal team, Mark Corallo, said.

News reports the sanctions target Russian individuals who give weapons to the Assad regime, violate human rights, or are involved in the defense and intelligence industries. That measure reflected Republican complaints that Obama had overstepped the power of the presidency and needed to be checked by Congress.

Sen. Mark Warner of Virginia, the top Democrat on the intelligence committee, said it cost Russian Federation very little to cause chaos by meddling in the elections of other countries, including the United States, France and the Netherlands.
