According to the state Department of Health and Human Resources, almost 170,000 West Virginians have enrolled in Medicaid since it was expanded to those who make up to 138 percent above the federal poverty line.

He said that while the picture so far isn't good for Virginia, it also doesn't seem like the GOP plan as proposed was gaining much traction in Washington.

Sen. Joe Manchin, D-W.Va., in a telephone press conference with reporters from West Virginia on Tuesday, said he preferred to wait until after the holidays.

The Senate was expected to vote on reconciliation to begin discussions on the draft Wednesday, but Senate majority leaders announced Tuesday afternoon the vote would be postponed until after the Fourth of July.

Medicaid pays public schools for many services for special education students, but the Senate bill removes schools from eligible Medicaid providers, costing Virginia an estimated $40 million annually; $3 million in Fairfax County; $2 million in the City of Alexandria.

"Even those with employer-provided care are bound to lose benefits and protections", he said.

Walker points out that even if fewer people have Medicaid, hospitals will still have to provide care.

"We have to fix this", Capito said.

Capito supports ending the tax penalty for people who don't get insurance, but continuing taxes on the wealthiest to support care for others. The president during the campaign promised to repeal the Affordable Care Act.
