Europe's competition watchdog began investigating Google Shopping seven years ago, after complaints the internet giant gave the service a prominent position in its search results while rival services were demoted.

"What Google has done is illegal under European Union antitrust rules", says commissioner Margrethe Vestager, the EU's antitrust chief in charge of the competition policy.

He said the adverts are integral as they help "thousands of European merchants" to compete with larger companies such as Amazon and eBay.

News Corp says the multi-billion dollar fine slapped on Google by the European Commission should be just the first step in combating the company's abuse of its online search dominance. Failure to comply brings a risk of fines of up to 5 per cent of its daily revenue.

Google senior vice president Kent Walker said: "When you use Google to search for products, we try to give you what you're looking for. We will review the Commission's decision in detail as we consider an appeal, and we look forward to continuing to make our case", Kent Walker, Google's general counsel, said in a statement.The action follows a seven-year investigation prompted by scores of complaints from rivals such as USA consumer review website Yelp, TripAdvisor, UK price comparison site Foundem, News Corp and lobbying group FairSearch.

As it "respectfully" disagrees with the EU's conclusions, Google will be considering an appeal and will continue to make its case. The second one is Google took steps to restrict rivals, ads from appearing on third-party websites that have installed a Google-powered search box.

Google said it will consider appealing the decision to the European Court of Justice, which will be its final hope of undoing the charges.

The fine broke the previous European Union record for a monopoly case against U.S. chipmaker Intel of 1.06 billion euros in 2009.
