A strict Government interpretation of building regulations has been blamed for scores of high-rise towers failing fire tests.

The trust's deputy director of nursing, Susan Ombler, said: "We are now undertaking an internal review of fire safety at all of the sites from which our services operate, including Johnson Community Hospital".

But the Welsh Government's request to councils to conduct fire safety tests is voluntary. "They must guarantee that where fire risks are found they will make available upfront funding, including for re-cladding buildings, fire prevention work and retro-fitting sprinkler systems, starting with the highest-risk blocks".

The overwhelming majority of the buildings that have failed so far have been council-owned or social housing tower blocks.

The testing facility used by the Government can test up to 100 pieces of cladding a day, but so far only 32 local authorities have provided samples.

Shares of the company fell as much as 11.3 per cent after it was reported last Saturday that it had supplied the cladding knowing it would be used at Grenfell Tower, despite warning in its brochures that those specific panels were a fire risk for tall buildings.

As the final results of the tests were made public Monday, U.S. -based Arconic, which made the cladding used on Grenfell Tower, said it would stop global sales of the product.

Sources said that the investigation would focus on tower block materials used since 2000.

According to experts, the cladding material was one of the reasons why the fire spread so quickly on the tower.

Addressing a meeting of her cabinet, May promised "a major national investigation" in how this had happened, her spokesman said.

The data set also shows that fire safety audits dropped by nearly a fifth since 2009.

"The council will of course be reviewing arrangements for future schemes to ensure the safety of all tenants".
