Mr Hammond's comments came as a Confederation of British Industry (CBI) survey suggested that 42% of United Kingdom firms believe Brexit has hurt their investment plans.

One said he called public-sector workers "overpaid" while another claimed he said driving modern trains is so easy "even a woman can do it".

He slammed unions for failing to allow women to become train drivers, saying that was the reason 95 per cent were male.

"I don't see these great divisions that I was reading about the Sunday newspapers and I have to say I think all of this is somewhat overplayed".

"The Conservatives saw the cost of attacking public services in last month's election", she said.

He said: "This is about the relationship between public and private sector pay and it is a simple fact, independent figures show this, that public sector workers on average are paid about 10% more than private sector workers".

As tensions at the top of the Government spilled out into the open, Mr Hammond warned fellow ministers to focus on "the job in hand" rather than leak details of confidential discussions.

"No I didn't and I wouldn't say anything like that", he said.

On the BBC's Andrew Marr Show on Sunday, Mr Hammond defended his stance, claiming public sector pay had "raced ahead" of the private sector after the economic crash in 2008.

Prime Minister Theresa May will remind her cabinet colleagues on Tuesday of the need to keep their meetings private after a series of leaks over the weekend targeting Chancellor of the Exchequer Philip Hammond.

As Mr Hammond continued speaking, Ms May reportedly said: "Chancellor I am going to take your shovel away from you" - a reference to the adage: "When you're in a hole, stop digging".

"Our backbenchers are furious and the only people smiling at this will be in Berlin and Paris".

"We will need a long transition phase and the time needed does not diminish by pretending that this phase is just about "implementing" agreed policies as they will not all be agreed", he said.

Meanwhile, Iain Duncan Smith, the former Conservative leader, urged colleagues to "for once, shut up for God's sake, and let everyone else get on with the business of governing".

"Their view is they want Theresa to get through, get through the Brexit stuff she's already said at some point she'll then step down and their view is 'none of the above". "It's time to give all of our hard-working public servants the pay rise they've earned".

In particular, Boris Johnson has joined a list of prominent ministers demanding a rethink over the public sector pay cap, which now limits annual salary increases for the likes of nurses and firefighters to one per cent. Later in the meeting both Boris Johnson and the PM said we should not say public sector workers are overpaid.
