The dire situation is being attributed to a lack of access to restrooms or showers for San Diego's homeless population.

A proposal to declare an emergency in San Diego over a deadly outbreak of hepatitis A is scheduled to go before the City Council's Select Committee on Homelessness Wednesday.

Free hepatitis A vaccinations are available at the San Diego Central Library on September 19 from 2 to 5 p.m. The goal is to encourage more people to wash their hands and stop the spread of the disease. However, they didn't see many differences in the following days, so they added something more to their strategy.

In addition to these efforts, new vaccination recommendations have been issued by the county's public health officer calling for food handlers to receive vaccination against the virus. "It can take weeks or months for people recovering from the illness to return to work, school, or daily life", according to the World Health Organization.

Crews will use bleach-spiked water for the high-pressure washing of surfaces that may have feces, blood or bodily fluids. Of those 3,231 were living on the street.

About 40 portable hand-washing stations are being installed in areas with concentrations of homeless, the Associated Press reports.

Amid an outbreak across San Diego County that health officials say has led to 16 deaths and almost 300 hospitalizations, workers were power-washing areas in downtown San Diego earlier this week with water laced with chlorine and bleach, according to the San Diego Union-Tribune. "We're taking swift action to eradicate this virus from our streets and keep our most vulnerable residents safe".

Since the outbreak began, San Diego's Health & Human Services Agency has confirmed a staggering 421 cases; about 70% of those infected have been hospitalized. The county estimates that around 30 percent of the affected are not homeless or drug users.

The victims have been mainly homeless people, who have been coming to the city in significantly increasing numbers.

"I literally had no idea until yesterday which is kind of scary", Laura Johnson, a small business owner downtown, said.

The move by the city to start sanitizing the streets came after San Diego County wrote a letter to the city Thursday.
