Trump, who spent the weekend at his New Jersey golf club, tweeted that he and South Korean President Moon Jae-in discussed North Korea during their latest telephone conversation last Saturday.
North Korea has threatened to "sink" Japan into the sea and said Saturday it sought military "equilibrium" with arch-enemy the United States by developing a full nuclear arsenal.
"We wanted to be responsible and go through all diplomatic means to get their attention first", Haley said.

Meanwhile, the U.S. hailed Madrid's decision to expel the North Korean ambassador and called on other countries to take similarly decisive actions to apply the "maximum pressure" on Pyongyang.
"We strongly urge the Democratic People's Republic of Korea's (DPRK) to cease all provocations immediately, and reiterate our long-standing call for the DPRK to abide by its global obligations and commitments", the Ministry said, referring to North Korea by its official name. "And at that point, there's not a whole lot the Security Council is going to be able to do from here when you've cut 90 percent of the trade and 30 percent of the oil", she said, before implying that military options remain on the table.
UN Secretary-General Antonio Guterres - who, like Trump, took office in January - plans to meet separately with "concerned parties", including North Korean Foreign Minister Ri Yong-ho, on the sidelines of the 72nd General Assembly.
The news comes as United States and Chinese leaders agreed to "maximise the pressure" on the regime of Kim Jong Un.
Evans Revere and Jonathan Pollack of the Brookings Institution wrote in a paper that Washington should declare that any future North Korean missiles toward or over USA or allied territory would be deemed a direct threat that would "be addressed with the full range of USA and allied defensive capabilities".
"This includes the regime of North Korea, which has once again shown its utter contempt for its neighbours and for the entire world community", he said.
