Senate Dems Pushing for Ban on 'Assault Weapons' & Bump Stocks

Sponsored by California Senator Dianne Feinstein, Connecticut Senator Richard Blumenthal, and roughly two dozen other Democratic senators, the bill aims to ban the sale of over 200 types of semi-automatic weapons and magazines holding more than ten rounds of ammunition. Feinstein said the goal of the legislation was that it would be in the wings whenever lawmakers are ready to act on it. Again, owners of weapons matching these descriptions could keep them.

The National Rifle Association successfully campaigned to stop the first Assault Weapons Ban when it was due for reauthorization in 2004, with Feinstein saying it should have been extended 13 years ago as it was starting to show an effect.

Last month, Feinstein introduced another bill, the Automatic Gunfire Prevention Act, a ban on any "accessory that is designed or functions to accelerate the rate of fire of a semiautomatic rifle but not convert the semiautomatic rifle into a machine gun". Both attempts failed. She tried again after the Sandy Hook elementary school massacre in 2013, but that measure failed 40-60 in the Senate.

Efforts by Feinstein and others to ban bump stocks have similarly foundered in Congress since the Las Vegas shooting, where gunman Stephen Paddock used such a device to commit the deadliest mass shooting in modern US history. A least 26 people were killed and many more injured.

Feinstein indicated she knows the bill has little chance of moving in the Republican-controlled Senate.

At this point, Vizzard said, any effort to limit the number of automatic rifles also has to confront the problem of the enormous inventory of such weapons now in private hands.

No one knows exactly how numerous more than 300 million guns held in the USA are semiautomatic, but rough estimates put them in the millions.

The Assault Weapons Ban, if implemented, would require a background check on future sales, trades or gifts of assault weapons named in the bill as well as require grandfathered assault weapons to be stored in a secure gun storage or with a safety device like a trigger lock.
