Amazon sells off China cloud services arm

Beijing Sinnet Technology said Tuesday it would buy parts of Amazon's (NASDAQ: AMZN) cloud business in China for up to two billion Chinese yuan ($301 million U.S.), but the US e-commerce giant said it was not exiting the world's second-largest economy.

Amazon said that it will sell few physical assets only and own the intellectual property of Amazon Web services (AWS) worldwide. "‎We're excited about the significant business we have in China and its growth potential over the next number of years". It is recommending new security measures and increasing observation of cross-border data transfers. Sinnet will use the assets to operate Amazon cloud services within China.

Amazon announced its China AWS region back in December 2013, and noted at the time that, to comply with China's legal and regulatory requirements, it was working with local companies, including Sinnet, who would provide the necessary data centre infrastructure, bandwidth and network capabilities.

AWS has a separate hardware venture in partnership with the Ningxia provincial government in China's northwest. In China, regulations require Amazon to operate via a local partner before offering the services to customers.

Amazon's cloud business in China already faced tougher rules due to China's tight internet controls. Some U.S. -based trade groups say that China has repeatedly lent deaf ears to the requests by U.S. firms on giving access to Chinese markets just like the Chinese firms get in the U.S. However, the Trump administration has hardly done anything to address the issue.

Whereas the European Union sees foreign cloud services as a source of revenue - fining them billions whenever they can think up some legal infraction they may have committed - China is obliging foreign cloud service providers to sell their assets to China-based companies which come under state control.

China is in the process of strengthening its censorship apparatus - commonly known as the Great Firewall of China - and companies like Amazon appear to be furthering Beijing's ambitions in order to maintain a place in the local market.
