Egypt made a decision to open the crossing for three days, starting Saturday, to whom it said were humanitarian cases that include students, holders of residency permits in other countries and the ill seeking treatment outside Gaza.

The crossing was set to reopen on Wednesday, but the Palestinian Authority announced that the opening would be delayed by at least several weeks, due to disagreements between Fatah and Hamas over responsibility for the crossing.

Citing security concerns, Egypt and Israel maintain tight restrictions at their Gaza borders. Palestinian officials also confirmed to The Media Line that Israel is considering withholding tax revenues-to the tune of some $200 million monthly-it collects on behalf of the PA in response to the reconciliation accord and the eventual incorporation of Hamas members into the Palestinian government.

That Egypt-brokered deal is expected to lead to more regular opening of the Rafah crossing, which Cairo has largely shuttered in recent years.

In a related development, the head of the Fatah-dominated Palestinian Authority's security services arrived in Gaza on Friday.

A senior Palestinian official close to Faraj told Haaretz that the meetings he will hold in the coming days are in preparation for the meeting next week in Cairo, which will include all of the Palestinian factions.

The European Union, which helped monitor the crossing before the Hamas takeover, says it is sending diplomats to the region to explore "a possible redeployment" of its operation.
