Mayors gathered for the Summit will be invited to make commitments to move forward with significant emissions reductions regardless of action taken by their respective federal governments.

Montreal mayor Valérie Plante is in Chicago to attend a two-day North American climate summit, which kicked off Monday evening and wraps up Tuesday.

Emanuel and other Democratic mayors are forging their own policies on climate in the wake of the Trump Administration pulling out of the Paris Agreement to cut greenhouse emissions.

"This Charter is a great example of how cities are working together and encouraging one another to aim higher, and it will add momentum to America's progress fighting climate change", said America's Pledge Co-Chair Michael R. Bloomberg and former mayor of New York City. Trump has said the terms of the agreement should be more favourable to businesses and taxpayers.

He says 51 mayors will sign a charter and discuss solutions including expanding access to public transportation.

"We can not afford to be cautious", she said.
