America's participation in the 2018 Winter Olympics in Pyeongchang, South Korea, is an open question because of tensions with neighboring North Korea, U.S.

But athletes who can prove they are clean and have not previously been sanctioned will be allowed to compete.

The International Olympic Committee issued such punishment for systematic doping in previous Olympic Games.

Another Olympics expert from the University of France-Comte, Eric Monnin, said the International Olympic Committee was "playing for its life and legitimacy" during the sordid state-sponsored doping affair, in which the global body also banned Russian Deputy Prime Minister Vitaly Mutko from the Olympics for life.

Putin's spokesman pointed to a statement made by IOC President Thomas Bach, in which he said that all the invited Russian athletes would be able to go [to the Olympics] at the IOC's expense. The country plans to host an Olympic summit with athletes, coaches and officials on December 12 to decide whether to accept the places available. That said, the IOC intends to observe the rights of clean athletes: athletes who match the proposed criteria will take part in the Games in the status of Olympic athletes from Russian Federation.

The Games have also been hit by the decision by North America's National Hockey League not to allow its athletes to attend, and lukewarm interest in South Korea. The IOC last month stripped Zubkov of two bobsleigh gold medals he won in Sochi after finding he broke anti-doping rules, a decision he's appealing.
