Earlier in the press briefing, Sanders attempted to brush off CNN White House correspondent Jim Acosta's questions about whether Trump fired off many early morning tweets after watching "Fox & Friends" segments, a well-documented habit.

After more than 90 minutes passed, Trump posted a second tweet voicing support for reauthorizing FISA's Section 702, which allows the U.S.to monitor communications from foreign targets.

During a meeting on Wednesday in the White House's cabinet room, Trump said that his open-press meeting with lawmakers on Tuesday to discuss immigration policy received "phenomenal" reviews. Sanders would then answer Acosta's question, Sanders said the president has a "great deal of understanding" when it comes to FISA and that's why he issued a presidential memo on it. She suggested reporters were the only ones left confused, prompting Trump to issue a second tweet almost two hours later.

Asked about Trump's tweets, Kelly insisted the tweets did not make passage of the bill "more hard", but conceded, "It's a juggling act".

"I'm sure you're disappointed he's not watching CNN", Sanders said.

Later, an incredulous Hallie Jackson of NBC told Sanders Trump's "tweet today was confusing".

At 7:33 am ET, Trump tweeted that the "controversial FISA ACT" may have been used to "badly surveil and abuse the Trump Campaign by the previous administration", an odd missive that seemed to ignore the "foreign" part of FISA.

"I think he watches a lot of CNN if you don't mind me saying it", Acosta shot back.

The report follows a year of heavy turnover in the White House and comes amid reports quite a few staffers are considering leaving for jobs with better pay, less stress, and better schedules.
