The Democratic document is supposed challenge the GOP's memo that accused several federal agencies of skirting the law and abusing power against presidential candidate Trump.

But in a letter to the committee's chairman, White House Counsel Don McGahn said Mr Trump had decided against approving public release of the Democratic memo "because the memorandum contains numerous properly classified passages". The president said the Democrats knew, because of the sensitivity of the information they included in their memo, that it would need to be heavily redacted.

USA president Donald Trump has blocked, for "this time", the declassification of a memo prepared by Democrats of a congressional committee probing Russian meddling that sought to rebut a Republican version he had allowed to be released and whose findings he had embraced.

United States President Donald Trump on Saturday, February 10 told Democratic lawmakers to refile a memo about the probe into his campaign's possible collusion with Russian Federation, leaving a chance the document could still be released.

If agreement cannot be reached, the Intelligence Committee can submit the memo to the full House for approval but that would require approval by the controlling Republican majority voting to overrule a sitting Republican president.

President Trump announced Friday his plans to declassify and publicly release the Democratic "rebuttal" memo to the House Intelligence Committee's bombshell FISA document; telling reporters he plans on "releasing a letter soon".

"This is hypocrisy at its worst", said Democratic Sen.

Trump's move could increase pressure to release the entire application for the warrant to electronically monitor former Trump campaign adviser Carter Page that was submitted to the Foreign Intelligence Surveillance Court. Ryan also said he thought the Democratic document should be released.

They also noted that there was other evidence presented to the court besides Steele's information, though they have not provided details.

The Democratic memo is believed to elaborate on these points.

"I'll tell you I've never seen this president participate in anything that doesn't make him look good", he said during an CNN interview. Under the obscure rule the panel is using to release both memos, known as Rule X, they could also call for a vote on releasing it over the objections of the president.
