North Korea talks: China cautiously 'cheering on' Koreas

Rex Tillerson Tillerson: The US Is A 'Long Way' From Negotiating With North Korea
Kenny Thornton | 09 March, 2018, 18:32

And it wants the complete withdrawal of USA troops in South Korea.

With such a delicate conversation, a point person may help negotiations along, CNN reported.

Tillerson says South Korea is keeping the USA informed about its discussions with North Korea. No names have been suggested yet, CNN reported.

South Korean President Moon Jae-in and Kim Jong-un have now agreed to meet at the border and discuss a halt to the weapons testing.

The official told CNN, however, the detente leaves the United States on the margins.

North Korea agreed to shut down its nuclear and weapons programme in exchange for aid and reduced sanctions.

The toughest regime of sanctions on North Korea to date, which has had an effect on both Pyongyang and its closet allies, China and Russian Federation, are expected to continue, as are military exercises conducted by Seoul and Washington.

Minerva Punjab FC clinches I-League title
Both Bagan and East Bengal finished with 31 points, but the former took the third spot due to superior head-to-head record. For a club that is only in their second season in top-flight, the title triumph would easily qualify as some achievement.

Zhao Tong, a fellow at the Carnegie-Tsinghua Center for Global Policy, said that it was perhaps neither sanctions or a freeze that had pushed North Korea to reach out to Seoul or express its willingness to talk with Washington, but its completion of three intercontinental ballistic missile tests previous year. He said it was the strongest indication to date of Kim's "not just willingness but really his desire for talks".

"The North expressed its willingness to hold a heartfelt dialogue with the US on the issues of denuclearization and normalizing relations with the United States".

The US, which only this week increased its sanctions on Pyongyang over the death of Mr Kim's brother Kim jong-nam, has said it is open to talking to North Korea, but only if it commits to denuclearisation.

The easing in the Korean Peninsula conflict shows that China's "suspension-for-suspension" plan has worked, Yi said.

He said that until the United States is able to meet face-to-face with representatives of North Korea, he doesn't know "whether the conditions are right to even begin thinking about negotiations".

Some of that work can be done on the ground, although a live test will eventually be needed as North Korea has never flown a missile at a trajectory that would simulate a long-range flight, experts say.

"North Korea has already completed the first step of its nuclear strategy, which is to first establish its basic nuclear deterrent capability", Zhao said.
