McCabe declined to comment through a spokesperson.

"The Department follows a prescribed process by which an employee may be terminated", Justice Department spokeswoman Sarah Isgur Flores said in a statement. That process includes recommendations from career employees and no termination decision is final until the conclusion of that process. The inspector general's report has not been released but is expected out soon.

McCabe, a frequent target of President Donald Trump's criticism even before the election, has been on leave from the Federal Bureau of Investigation since stepping down in January from his deputy director position.

The situation now seems fraught for all involved. His plan may be disrupted, however, by Attorney General Jeff Sessions, who is reportedly considering firing him. President Donald Trump has urged Sessions to fire McCabe so he can't collect.

The President has assailed donations to Mr McCabe's wife, a Democrat running for a spot in Virginia's state legislature, from a political group overseen by former Virginia Governor Terry McAuliffe, a Clinton ally. The president remarked in December that McCabe was "racing the clock to retire with full benefits". McCabe represents but a piece of that work.

Sources tell the newspaper that although they expect McCabe to be fired, no decision has been made yet.

Horowitz's investigation is looking at a variety of allegations, including whether it was improper for former FBI Director James Comey to make a public announcement about not recommending prosecution over the email arrangement - he also faulted Clinton and her associates for being "extremely careless" with classified information.

The story for which McCabe authorized FBI officials to discuss came just as the bureau announced it was resuming its look at Clinton's use of a private email server while she was secretary of state, though it focused more on a different case involving her family's foundation.

A Justice Department representative did not immediately respond to a request for comment.

The Justice Department's inspector general has investigated the decision-making in the Clinton email case, including events and actions involving McCabe. The chat with then-Wall Street Journal reporter Devlin Barrett was evidently meant to push back on the suggestion that McCabe was in Clinton's pocket.
