Facebook has changed its terms of service, which means 1.5 billion of its more than 2 billion users will not be protected under the General Data Protection Regulation (GDPR) that's scheduled to take effect May 25.
However, changes to their terms and conditions will mean that more than 1.5 billion Facebook users across the globe, from the USA to Asia and Africa, won't fall under the protections of GDPR, which eliminates the burden of financial responsibility should Facebook improperly handle the data of the vast majority of its users.
Zuckerberg also said in response to a question from Rep. Gene Green, D-Texas: "We believe that everyone around the world deserves good privacy controls".
The 1.5 billion people affected are all users outside the US, Canada and the EU.
His comments signal that U.S. Facebook users, many of them still angry over the company's admission that political consultancy Cambridge Analytica got hold of Facebook data on 50 million members, could find themselves in a worse position than Europeans.
Facebook is set to comply with strict new privacy rules in Europe next month, and CEO Mark Zuckerberg has said publicly that those protections will be available around the world. At the time, he told Reuters reporters that he supported that act "in spirit" and said that Facebook was working to create a similar version of the law.
"We want Facebook and Google and all the other companies to immediately adopt in the United States and worldwide any new protections that they implement in Europe", said Jeff Chester, executive director of the Center for Digital Democracy, in Washington.
When GDPR takes effect on May 25, people in European Union countries will gain the right to transfer their data to other social networks, for example.
Facebook is now feverishly working on ways to legally transfer global users outside of the European Union back to the United States (the major region with the least protection for privacy) while maintaining the tax haven in Ireland.
Zuckerberg said numerous tools that are part of the law, such as the ability of users to delete all their data, are already available for people on Facebook. Next month, the social network will change this situation, leaving under the protection of the European laws, only Europeans. "We have been clear that we are offering everyone who uses Facebook the same privacy protections, controls and settings, no matter where they live". Companies will also only be able to collect data for specific business purposes.
Facebook will have more leeway in how it handles data about those users, Veale said.
Facebook Ireland provides New Zealand's Facebook service. Zuckerberg told Congress earlier this month that the GDPR controls would be applied to all Facebook users, not just those in the EU. "We've simply streamlined the contract location to ensure all members understand the LinkedIn entity responsible for their personal data", the company said.
