The Pakatan Harapan alliance pledged to set up a sovereign wealth fund using profits from state-owned oil company Petroliam Nasional Bhd to provide future welfare for the people and stability to the country.

Apandi had also halted domestic investigations into the alleged embezzlement.

That may go some way toward plugging the hole in the revenue left by the GST.

Mahathir vowed on Monday to investigate any faults that may have been committed by Najib's government and said all ministries had been instructed not to destroy any documents. Both police officers said investigators were not primarily interested in the luxury items but were chasing documents that could be vital for investigations into Najib's administration.Kuala Lumpur's police chief and an official police spokeswoman did not respond to requests for comment.Najib said earlier on Saturday that he was going overseas for a week to rest, but just minutes later the Department of Immigration announced that he and his wife had been barred from leaving the country.

The new prime minister also said jailed opposition leader and coalition partner Anwar Ibrahim would be freed on Wednesday.

Low, a friend of Najib's stepson Riza Aziz, had no official role at 1MDB but US investigators say he had considerable influence over its dealings and was often in contact with Najib.

In his Tuesday remarks, Mahathir said whether Najib would serve time in jail would depend on the results of a probe into the scandal.

The US State Department alleges that at least $4.5 billion dollars was looted from the fund, and funnelled to the United States where it was used to buy everything from artwork to high-end real estate and a luxury yacht. "It will take time but we want to act as soon as possible".

The latest development comes as the MACC chief, Dzulkifli Ahmad, submitted his resignation to the government chief secretary on Monday.

Meanwhile, Abdul Razak Idris, MACC's former director of intelligence and investigation, lodged a report with the anti-corruption agency against Najib, accusing the former PM of abuse of power by preventing 1MDB investigations. He has warned that Najib will have to "face the consequences" if found guilty of wrongdoing.

"The investigation will only be closed, because of who is involved", he said.

Malaysia's new prime minister has broken his election promise to scrap a controversial "fake news" law, saying that he will amend it instead.

The law will be revisited and a proper definition will be provided, so that media practitioners and the public can get a clear idea on what is fake, he said. On the day he was sworn into office, Mahathir cited the anti-fake news law when he told reporters that his government would "abolish suppressive and unfair laws". Under the law, making or sharing fake news would be punishable by up to six years in prison.

"The Anwar and Mahathir relationship will be a challenge to navigate as trust, ambition and priorities will be likely problem areas", said Welsh, a Southeast Asia expert who was in Malaysia to monitor the polls.

Zunar made the announcement on his Twitter page.

He had been arrested and charged with sedition for allegedly insulting Najib through his caricatures related to the 1MDB scandal.
