Senate panel approves Central Intelligence Agency nominee Haspel despite torture background

WASHINGTON ― In a closed session on Wednesday, the Senate intelligence committee voted 10-5 to back the nomination of Gina Haspel as the next CIA director.

The committee's chairman gave her a constructive public endorsement after the vote.

On Tuesday, Haspel said that with the benefit of hindsight and her experience as a senior agency leader, the enhanced interrogation program is not one that the CIA should have undertaken.

No charges were filed, but Harris wants the Justice Department to declassify an investigative report into the matter.

Feinstein's vote was not unexpected, although she said she was open to hearing Haspel out when her nomination was first brought up.

The 15th member committee is comprised of eight Republicans and seven Democrats. Mark Warner, D-Va., who is among key Democrats whose votes will be crucial in the narrowly divided GOP Senate, especially after Republican Sen.

Most likely now that she has the votes to be confirmed, or in the off chance to cast the deciding vote against her, U.S. Senator Doug Jones of Alabama issued a statement late Tuesday afternoon announcing his decision to vote against Haspel.

"Gina Haspel is probably the most certified individual the President may select to guide the Central Intelligence Agency and probably the most ready nominee within the 70 12 months historical past of the Company", Chairman Richard Burr, R-N.C., stated in an announcement. "She has acted morally, ethically, and legally, over a distinguished 30-year career and is the right person to lead the Agency into an uncertain and challenging future".

She also had the support of the committee's top-ranking Democrat, Sen. Mark Warner of Virginia and Joe Manchin of West Virginia. "Most importantly, I believe she is someone who can and will stand up to the president if ordered to do something illegal or immoral — like a return to torture", Warner said.

"I don't believe that torture works", she told the committee, but stopped short of saying whether the interrogation program was "immoral" or should have been carried out.

If she passes confirmation, Haspel would become the first female director in the agency's history of over 70 years. He likened that to a "stacking of the deck" and said he would continue to seek the declassification of details about her past activities at the agency.

Three years later, she drafted a cable ordering the destruction of videotapes of those interrogations.

The interrogation program became one of the darkest chapters of the CIA's history and tainted America's image worldwide after the September 11 attacks.

Trump himself has said the country should consider resuming the use of harsh interrogation techniques.

It follows weeks of controversy surrounding her involvement with a post-9/11 torture and detention program, launched under the administration of George W. Bush.

"I do not support use of enhanced interrogation techniques for any objective", Haspel wrote. The Senate adopted that rule change in 2015 as part of the annual defense authorization bill by a vote of 78 to 21.

Haspel at present has the help of almost all of Republicans and endorsements from 5 Democrats.

Haspel's opponents, however, continue to weigh into the debate.

During the hearing, Haspel tried a number of times to dodge direct questions about her attitude to torture and was criticized by New Mexico senator Martin Heinrich for giving "legalistic" answers to straight-forward questions.
