United States identifies suspect in major leak of Central Intelligence Agency hacking tools

"Due to these unfortunate coincidences the Federal Bureau of Investigation ultimately made the snap judgement that I was guilty of the leaks and targeted me", Schulte told the Post for the story published Tuesday.

Schulte worked at the agency as a software engineer who helped design malware used to break into the computers of terrorism suspects and other targets.

Prosecutors said Schulte used Tor at his apartment but didn't provide evidence to suggest he did so in order to disclose classified information.

It is unclear why he has not been charged or cleared in connection with the theft and subsequent leak. At the moment he is in the prison of Manhattan, on business not connected with the abduction information.

Whoever leaked the information apparently sent it to WikiLeaks, where it was published under the name "Vault 7". The documents allegedly revealed details about the Toolkit of American cyber espionage.

The CIA said that the WikiLeaks cables about the hacker's methods of surveillance of the users may damage the capabilities of the intelligence community.

"Those search warrants haven't yielded anything that is consistent with [Schulte's] involvement in that disclosure", Assistant U.S. Attorney Matthew Laroche reportedly told a court in January. It was then a series of unlucky coincidences, he said, that led the government to focus in on him as a suspect in the leak investigation.

Lawsuits already have been filed by 16 other US states, Puerto Rico and New York City against the privately held company. The suit was filed in Travis County District Court and alleges deceptive trade practices allegations.

However, Laroche says the investigation "is ongoing" with Schulte remaining "a target of that investigation".

The CIA is not commenting on the latest developments.

In a statement read by WaPo, Shulte said he joined the Central Intelligence Agency to fulfill a patriotic mission to respond to the September 11 attacks of 2001. Prosecutors, meanwhile, said in court last week that they plan to file a new indictment in the next 45 days.

Schulte also claimed that he reported "incompetent management and bureaucracy" at the CIA to that agency's inspector general as well as a congressional oversight committee. This, he alleges, made him appear as a disgruntled employee when he left the spy agency in 2016.

Schulte said he had also been planning a vacation with his brother to Cancun, Mexico, which may have given the appearance that he was trying to flee the country.

Schulte was arrested in August, but prosecutors have been unable to bring charges against him.

Since he's been jailed, Schulte has created a Facebook page where he posts articles criticizing the criminal justice system. They conducted a number of search warrants on the defendant's residence.
