Florida gov. declares state of emergency ahead of Subtropical Storm Alberto

A week before the official start to hurricane season, Subtropical Storm Alberto has made its way through the Gulf of Mexico toward Florida, bringing with it a blast of high winds and heavy rain.

Florida, Mississippi and Alabama have all declared states of emergency as Subtropical Storm Alberto bears down.

All 67 Florida counties were issued the emergency notice to give state and local governments enough time and resources to prepare, Florida Governor Rick Scott said in a statement.

"Locally heavy rainfall is forecast across western Cuba and over much of Florida and the northern Gulf coast into early next week", senior hurricane specialist Stacy Stewart said in Friday's tropical weather outlook.

A tropical storm warning expired for Cuba's western Pinar del Rio province, where heavy rains could trigger flash floods and mudslides, the National Hurricane Centre said.

On Sunday, the National Hurricane Center in Miami said Alberto was still spinning in the Gulf of Mexico to the west of southern Florida and northwest of Cuba at 13 miles per hour with maximum sustained winds of 40 miles per hour.

The storm was about 130 miles west-southwest of Tampa, moving north at 14 mph, the hurricane center said.

A Storm Surge Watch is in effect for Crystal River to Navarre, Florida.

The NWS said waves as high as 18 feet could pound the popular Gulf beaches in Baldwin County, Alabama, and northwestern Florida on Monday.

The Florida peninsula has been dealing with days of heavy rain and strong storms from Alberto, and all of that is expected to track northward. It is showing signs of transitioning to something more tropical as deeper convection has developed near the center.

It's not been an ideal holiday weekend so far for the state as both Saturday and Sunday have offered up scattered showers and thunderstorms.

As of 5pm Sunday evening. subtropical Storm Alberto is now around 165 miles west of Tampa, Florida or around 120 miles south of the Florida panhandle.

Expect potentially strong to severe storms Monday afternoon and into Monday evening with training bands of rain that could lead to localized flooding.

The Midlands is under a flash flood watch from midnight until 8 PM Monday.

Alberto is the first major storm of the 2018 hurricane season, which doesn't officially begin until June 1 and runs through the fall.

After making landfall near the Florida panhandle, the storm was expected to continue northwest, slowing down Monday, according to weather.com.
