Premier Notley spars with federal NDP leader Jagmeet Singh over Trans Mountain

But there's ample indication of the New Democrats having darker designs on the Trans Mountain pipeline expansion.

Premier Notley initially praised the Horgan move as a step in the right direction ("stepping back from the brink and abiding by the law") and suspended her wine boycott.

The company, along with Alberta and Ottawa, blames the B.C. government for creating uncertainty for the project. "A company can not resolve differences between governments".

Alberta has passed legislation allowing it to limit fuel exports to B.C., but British Columbia countered by announcing plans for a lawsuit that would declare Alberta's legislation unconstitutional.

Next day, Alberta energy minister Margaret McCuaig-Boyd expanded on the threat on the floor of the Alberta legislature.

The Alberta government has been putting pressure on BC for the past few months, instituting a boycott on BC wines, raising pro-pipeline billboards in BC, and, most recently, passing legislation that would cut off BC's supply of Alberta oil.

Advocating the project in a Vancouver Sun editorial, Notley wrote, "We can get a fair return for our oil produced under an emissions cap or we can see those resources evaporate".

"We think the stock itself is pricing in a less than 25-percent chance of the project going ahead", said Matthew Murphy, an analyst with investment bank Tudor, Pickering, Holt and Co.

If Alberta does restrict oil transports to B.C. gas pumps, he said, the province is prepared to ask a judge to make an order against it through an injunction.

"The private shareholders he's describing happen to be part of a company that will contribute ... roughly $15 billion to the Canadian economy and will contribute to and support over 250,000 jobs in the country of Canada, so it is a ridiculously naive statement", she said. "A significant disruption in the supply of gasoline, diesel, and crude oil from Alberta would cause B.C. irreparable harm". The reference question concerns provincial autonomy, particularly the rights of British Columbia to regulate the environmental and economic impacts of heavy oils, like diluted bitumen, transported through the province.

Kinder Morgan Canada declined to comment.

Many people opposed to the TransMountain project would admit that they're not opposed to all pipelines, just this one, just as some people would protest the expansion of a two-lane highway to four lanes because it'll wreck the neighbourhood (in this case, six lanes, since the new pipeline would triple the overall capacity).

Moe has said the federal government should withhold sending federal infrastructure money to B.C. over that province's opposition to Trans Mountain.
