Around 70 per cent of Yemen's imports, including the vast majority of its food, comes through Hodeidah and the port is described as the country's "lifeline".

As the US-backed coalition in Yemen appears ready to assault the rebel-held port city of Hodeidah, the entry point for most of the country's aid, Congress is calling on the Pentagon to "use all available means" to stop the operation.

The Security Council met behind closed doors at Britain's request after London told aid agencies on the ground that it had received a warning from the United Arab Emirates of an imminent attack. Once envisioned as an Emirati-led amphibious assault needing advanced United States boats to navigate Red Sea minefields laid by Iran, the 45,000-strong force of Yemeni troops has instead moved along the coast in a two-month offensive to reach Hodeidah with refueling support from new helicopter bases.

Following the closed-door council meeting, Russian Ambassador Vassily Nebenzia, who is council president this month, called for de-escalation and said the top United Nations body would be "closely" following developments.

On Friday, Lise Grande, the UN Humanitarian Coordinator for Yemen, said that humanitarian agencies "fear, in a prolonged worst case, that as many as 250,000 people may lose everything - even their lives".

"We are, at the present moment, in intense consultation", Guterres told reporters on Monday.

Hudaida lies some 230km away from the capital, Sanaa, which is controlled by the Houthis.

The 22-year-old told police he carried out the attack because he was frustrated, and said he randomly attacked the victims. Police quoted Kojima as saying he was just ticked off and wanted to kill someone and that anyone would do.

"We are hoping for the efforts of the special envoy to bring a positive resolution".

"I have spoken with Emirati leaders and made clear our desire to address their security concerns while preserving the free flow of humanitarian aid and life-saving commercial imports", Pompeo said.

Saudi and UAE-backed Yemeni government forces have surrounded the key port of Hodieda in recent weeks, putting pressure on the Houthi defenders.

The United Nations pulled all of its global staff out of Al Hodeidah early on Monday morning. Aid agencies have warned that an attack would have catastrophic consequences.

The three-year stalemated war has killed more than 10,000 people and displaced more than 3 million.

Previous U.N. efforts have failed to end the more than three-year-old conflict which pits the Houthis, who seized the capital Sanaa in 2014, against other Yemeni forces backed by a coalition loyal to exiled President Abd-Rabbu Mansour Hadi and led by USA allies Saudi Arabia and the United Arab Emirates.

The conflict has left almost 10,000 people dead in Yemen, already the Arab world's poorest country.
