Trump said the negotiations he has initiated should help improve conditions in the isolated country, which successive USA administrations have targeted for gross human rights violations.

For the record of history, never before has a U.S. President spoken this way of a dictator accused of crimes against his own people. Mr Trump said he wanted to see U.S. troops withdraw from the South.

This means that, in writing, Kim pledged to do little more than he had already promised when he signed an agreement with South Korean President Moon Jae-in almost two months ago.

A few other conservatives expressed dismay at seeing the U.S. and North Korean flags side-by-side, and viewed Mr Trump's solicitous manner and warm words for Mr Kim as too much, given his nation's history of human rights violations.

The statement provided little detail of what Trump and Kim committed to in terms of timeline and verification of denuclearization of the Korean peninsula and how many nukes Kim is sitting on. The plan outlined in the two leaders' joint statement turns out to be exactly what Beijing wants. At the end of a summit in April on the southern side of the Demilitarized Zone between the Koreas, Kim and South Korean President Moon Jae-in watched a highly produced video, backed by inspirational music, that highlighted the ceremonies they had just conducted during the day. Instead, they specifically deplored his decision to suspend certain joint military exercises with South Korea in exchange for a vague, nonbinding written promise that North Korea would work toward denuclearization.

"We will be stopping the war games which will save us a tremendous amount of money", Trump told reporters, adding that "at some point" he wanted to withdraw U.S. troops from the South.

The US has long held the view that North Korea's illegitimate military activities can't be traded away for its right to do legitimate military activities.

The former White House homeland security adviser to President Donald Trump told ABC's Powerhouse Politics podcast that in the wake of the historic Trump-Kim summit, America "got what the president sought". So number one we save money, a lot, and number two, it really is something that I think they [North Korea] very much appreciate.

Trump bristled when asked if he had offered Kim's brutal regime, which has sent up to 100,000 North Koreans to hard labour camps, validation on the world stage.

Michael Green, Asia expert at the Washington DC-based Centre for Strategic and International Studies, said Mr Trump's announcement was "breathtaking" and blindsided Japan and South Korea. "I don't say he was nice".

According to Bossert, now an ABC News contributor, the summit paved a path toward the recovery of POW/MIA remains, the complete denuclearization of the Korean peninsula, the replacement of the Korean Armistice Agreement, and the ultimate recognition of the North Korean regime. It's going to start very quickly. "It was a bad thing, it was brutal, but a lot of people started to focus on what was going on, including North Korea".

"Yeah, he's de-nuking, I mean he's de-nuking the whole place".
