ZTE Complies with U.S. Deal to Lift Ban

The reprieve from the department's earlier ban on ZTE purchasing equipment from USA companies follows a deal negotiated by the White House in which ZTE agreed to pay another $1 billion fines and replace its executive team to settle charges that it violated us sanctions against Iran and North Korea.

ZTE, which relies on US suppliers for core components, had to cease major operations in April after authorities imposed the ban, saying the firm broke an agreement to discipline executives who conspired to evade USA sanctions on Iran and North Korea.

ZTE has named its new CEO and re-shuffled senior management as it tries to get the United States to remove the seven-year ban placed on the Chinese manufacturer.

As part of the agreement, the Commerce Department will impose a $1 billion penalty against ZTE, and a USA -selected compliance team will be embedded in the firm for 10 years.

ZTE, the Chinese smartphone maker that was banned from operating in the US this past April, may already be resuming its stateside operations. It also agreed to replace its board, remove all members of its leadership at or above senior vice president level along with any executives associated with the wrongdoing, and punish responsible executives. Five executives, including Xu Huijun, Zhang Zhenhui, Pang Shengqing, Xiong Hui and Shao Weilin, have been removed from executive vice president posts. The manufacturer also reached within the company for its new CFO, CTO, and HR chief. A ZTE spokesperson declined to comment. ZTE was obliged to discipline executives involved in the scandal but failed to do so.

An insider source told Reuters a memo was sent out on July 3 announcing the removal of seven other executives, without providing a reason. Last week, ZTE replaced its board of directors.
