A video that shows an older white man verbally harassing a woman who is wearing a shirt with the flag of Puerto Rico is drawing criticism on social media because a police officer in the video does not intervene, NPR reported.

The female officer then speaks with Irizarry who gives her version of the incident and the officer explains that they were called to the area after a report that a man was choking a woman.

In a Tuesday afternoon press conference at the Cook County Building in the Loop, Forest Preserves Deputy General Supt.

The man again approaches Irizarry in a threatening manner while she begs him to stay away.

In the footage, the man can be seen approaching Irizarry saying: "You should not be wearing that in the United States of America".

"Are you educated?" he asked gruffly. She said the group politely complied but her Puerto Rico shirt appeared to act as a trigger to the man.

You're "not going to change us", the harasser told the woman - though it wasn't clear exactly whom he meant by "us". No, the world is not going to change the United States of America.

Irizarry had rented a forest preserve pavilion for a birthday party and was issued a permit for the event.

Later she says: "Officer, I feel entirely uncomfortable, can you remove ... please officer" as the officer is seen walking away from her.

More officers then arrive at the scene and a female cop sits Trybus down and threatens to charge him. "People have just as much right to be here as you do, and when you're drunk you don't belong here".

On Tuesday, the Forest Preserves of Cook County posted to Facebook that the man was charged with assault and disorderly conduct.

Irizarry recorded the exchange in a Facebook Live video that has since been viewed more than 1.4 million times and drawn outcry from local leaders, members of Congress and the Puerto Rican governor himself.

The video even got the attention of Puerto Rico Governor Ricardo Rosello, who said he was "appalled, shocked, and disturbed by the officer's behavior". "He failed to deescalate the situation and therefore did not ensure a citizen's safety".

"You're not American, if you were American you wouldn't wear that". We can not allow those who do not understand America's greatness to terrorize people due to their background.
