"The indictment charges twelve Russian military officers by name for conspiring to interfere with the 2016 presidential election", Rosenstein announced at a press conference at the Department of Justice just after 12:00 PM eastern. They used a scheme known as "spearfishing" which tricked users into disclosing their information that allowed hackers to gain access to emails.

The unfolding drama on both sides of the Atlantic reflected how Trump's presidency has been overshadowed by the Mueller probe from its earliest moments and how the investigation frequently tramples the President's attempts to carve out favorable headlines.

Mr Rosenstein said there were no allegations that U.S. citizens were involved in the alleged crimes.

On Thursday, GOP lawmakers skewered FBI agent Peter Strzok at a congressional hearing over his work as the former lead agent in the Russian Federation probe and an earlier investigation of Clinton's use of a private email server when she was secretary of state. Rosenstein said the hackers stole emails, files, and other documents, accessing the systems by creating fictitious online personas. Our response must not depend on which side was victimized.

US intelligence agencies have concluded that Putin personally ordered a campaign to undermine "public faith in the USA democratic process" with the goal of hurting Clinton's candidacy and ultimately helping to elect Trump. Trump has said he believes Putin's denials that Russian Federation did not meddle in the election. The deputy attorney general said he'd briefed the president about the matter.

Rosenstein said the announcement of the charges on Friday took place because that was when the special counsel's office had completed its work investigating them and had the ability to present the evidence to a grand jury. Trump and Putin are scheduled to hold talks Monday in Finland, a meeting largely sought by Trump. "Failure to stand up to Putin would constitute a profound betrayal of the Constitution and our democracy".
