Cline said July was the wettest ever in that part of North Carolina, and the water table rose 21 inches higher than normal.

The area is also experiencing some power outages.

Right now, the National Oceanic and Atmospheric Administration's National Hurricane Center is predicting that Florence will become a tropical storm tomorrow (Sept. 15) over SC, continue northwest to eastern Kentucky, then swing northeast and track over most of New England early next week.

"Hurricanes normally come in and they go inland, which sucks the power out of them as they go over the land", he said. "I made sure ahead of time that we had adequate space for anybody that wanted to try that".

The NHC said hurricane-force winds extended outward 80 miles from the center of the storm and tropical storm-force winds extended almost 195 miles out.

"Some of the rainfall totals we're getting are already adding up to about 14 inches", NHC Director Ken Graham said shortly after 11 a.m. ET.

More than 12,000 people were in shelters in North Carolina and 400 in Virginia, where the forecast was less dire.

The total bill for damage from Florence could eventually reach $10 billion to $20 billion, said Chuck Watson, a disaster researcher at Enki Research in Savannah, Georgia.

Along the coast, floodwaters have been hitting inland towns near rivers that normally discharge into the ocean. Flooding also hit the Bogue Sound near Beaufort, the Pungo River at Belhaven and the Pamlico River at Washington.

"The shelters are not taking dogs", Ramirez said. At 5:30 a.m. a reporter in a downtown hotel here in Wilmington heard the signature hurricane sound - a low, heavy humming combined with an nearly musical high note.

Travel on the state's roads has grown "extremely hazardous" and will get worse, said Jim Trogdon, the North Carolina transportation secretary.

The Carolinas know all about hurricane-related flooding, having experienced Matthew two years ago and Floyd in 1999.

Energy Secretary Rick Perry said the USA electricity sector has been well prepared for Hurricane Florence even as hundreds of thousands of homes lose power in the storm.

The No. 1 mission right now, Cooper said, is to save lives.

Why Hurricane Florence’s storm surge could be its greatest threat
The governor of North Carolina ordered a mandatory evacuation for more than 1 million people along the coastline. The worst of the storm's effects will be felt over the weekend as Florence moves on through.

In New Bern, where a curfew was in place, city authorities said hundreds of people had been rescued from homes inundated with water.

The worst of the storm's fury had yet to reach coastal SC, where emergency managers said people could still leave flood-prone areas.

North Carolina corrections officials said more than 3,000 people were relocated from adult prisons and juvenile centers in the path of Florence, and more than 300 county prisoners were transferred to state facilities. "Lots of water, lots of wind, lots of storm surge".

There is really nowhere for the water to go.

"You evacuate from water", Cline said. And she has seen reports of people fleeing to rooftops to escape high floodwaters. Restoring power to all customers could take weeks, it said.

The weather service later measured a storm surge 10 feet deep in the city, which lies on the Neuse River near the Atlantic coast.

Officials have warned people against entering attics, so as to avoid drowning, unless they have a means to cut through to the roof.

It remained a Category 1 hurricane with top sustained winds of 80 miles per hour, but stronger gusts have been reported.

Based on the current track of Hurricane Florence, the central Midlands are expected to get 3-6 inches of rainfall, and 25 to 35 miles per hour winds with gusts up to 45 miles per hour, according to the National Weather Service in Columbia.

More than 1,300 flights for Friday had been canceled along the East Coast.

Rainfall also is swelling waterways: Meteorologist Ryan Maue of weathermodels.com calculated that 34 million people in the US are forecast to get at least 3 inches of rain from Hurricane Florence, with more than 5.7 million people probably getting at least a foot of rain.

"A USGS gauge in Emerald Isle, N.C., recently recorded 6.1 feet above normal water levels", the National Hurricane Center said of the storm surge early Friday.

The slow-moving storm is expected to dump as much as a metre of rain and bring a storm surge of up to three metres in some areas.
