This is not a test by local officials or the CodeRed Emergency Alert system.

"And that's the whole objective, that everybody stops what they're doing and listen to the message they are about to receive", Maxwell said.

Don't freak out when you get a text from the government on October 3.

The EAS is a national public warning system that provides the President with the communications capability to address the nation during a national emergency.

The Federal Emergency Management Agency (FEMA) is testing a new warning system.

The Federal Emergency Management Agency (FEMA) is conducting a nationwide test of its Emergency Alert System (EAS) and Wireless Emergency Alerts (WEA) on Oct 3, 2018 at 2:18 PM EDT. If you've ever received one of those Amber Alerts on your phone, the October 3 alert will pop up similarly.

The nationwide test on October 3, conducted in coordination with the Federal Communications Commission, will include alerts from the Emergency Alert System (EAS) at 11:18 a.m. PT and the Wireless Emergency Alerts (WEA) at 11:20 a.m. PT. For Thursday's test, hundreds of cell phone carriers, including Verizon, AT&T, Sprint and T-Mobile, will be participating.

According to FEMA, the test is meant to "assess operational readiness of the infrastructure for distribution of a national message and determine whether improvements are needed".

UCLA communications professor Tim Groeling agreed, writing via email, "broadcast-based emergency alert systems. have remained professional and impartial over decades".

Cell phones compatible with WEA will automatically get an alert on their phones like they do with weather threats and AMBER alerts. "No action is needed". The test is made available to EAS participants (i.e., radio and television broadcasters, cable systems, satellite radio and television providers, and wireline video providers) and is scheduled to last approximately one minute.

Cellphone users can opt out of natural disaster or missing children alerts.
