The report says that Deborah Ramirez, a 53-year-old woman who was a classmate of Kavanaugh's, is accusing Kavanaugh of exposing his penis to her at a dorm-room party, thrusting it in her face, and causing her to touch it without her consent while she resisted.

Kavanaugh denied the claims in a statement to the outlet, saying the event "from 35 years ago did not happen".

"This 35-year-old, uncorroborated claim is the latest in a coordinated smear campaign by the Democrats created to tear down a good man", said WH spokesperson Kerri Kupex.

The New Yorker was the first to report on the new allegations, which come days before the Senate Judiciary Committee is set to interview the SCOTUS nominee about a previous sexual misconduct allegation.

"As with any witness who comes before the Senate, the Senate Judiciary Committee can not hand over its constitutional duties to attorneys for outside witnesses", Mike Davis, Grassley's top nominations counsel, wrote in an email exchange with Ford's lawyers obtained by The Associated Press.

The high-stakes public hearing on Thursday will be to air out her decades-old sexual assault claim against Kavanaugh.

Senate Judiciary Committee Chairman Chuck Grassley had requested that Ford respond to his invitation to testify before the Senate by Saturday afternoon.

California Sen. Dianne Feinstein, the ranking Democrat on the Judiciary Committee, on Sunday night requested that the Kavanaugh hearings be postponed and the new allegation referred to the Federal Bureau of Investigation. "You couldn't get a warrant because the three people named by Dr. Ford as having been at the party outside of Kavanaugh all say they don't know what she's talking about", he said.

"Despite actual threats to her safety and her life, Dr. Ford believes it is important for Senators to hear directly from her about the sexual assault committed against her", the attorneys said. Charles Grassley, the top Republican on the Senate Judiciary Committee, said Grassley learned of the second woman's account when it was published in the New Yorker.

According to the article, "Ramirez acknowledged that there are significant gaps in her memories of the evening, and that, if she ever presents her story to the F.B.I. or members of the Senate, she will inevitably be pressed on her motivation for coming forward after so many years, and questioned about her memory, given her drinking at the party".

Kavanaugh has denied both accusations, as has The White House, which continues to support his Supreme Court nomination.

Blasey Ford's lawyers on Saturday indicated they were open to her providing "her first-hand knowledge of Brett Kvanaugh's sexual misconduct next week", but the details of her potential testimony are still up in the air.

Democrats, and Feinstein in particular, have faced fierce criticism from Republicans for keeping their secret until what they say was the eleventh hour.

Some of those details included whether Ford would testify to the committee before or after Kavanaugh; whether the committee would subpoena a possible witness to the alleged assault, Kavanaugh's boyhood friend Mark Judge; and who would conduct the questioning. The Supreme Court nominee has denied the allegation. She decided her story probably wouldn't affect Kavanaugh's confirmation and would certainly be personally painful, she told the Post.

"Dr. Ford will tell her story in the face of an impossible choice and vile bullying by Republican leadership", said Democratic Senator Richard Blumenthal of CT, a Judiciary Committee member.

Earlier Sunday, Sen. Lindsey Graham, a Republican on the Senate Judiciary Committee, said lawyers for Ford are contesting two GOP conditions of the proposed 10 a.m. Thursday hearing - that Ford and Kavanaugh will be the only witnesses and that an independent counsel will ask the questions. "How the Senate handles this and the Senate Republicans handle this will be a test of this time, of 2018, in the #MeToo movement", she said.

In a letter to Ford's lawyers, the committee wrote that Feinstein's move was unfair to both Ford and Kavanaugh.

Kavanaugh is President Trump's choice to fill the vacancy on the U.S. Supreme Court created by Justice Anthony Kennedy's retirement.

The developments could also determine the fate of Mr Kavanaugh's confirmation, which hangs on the votes of a handful of senators.

But he added "unless there's something more" to back up her accusation, he's "not going to ruin Judge Kavanaugh's life over this".
