The deal preserved the key dispute-resolution provisions - Chapter 19 - which allow for independent panels to resolve disputes involving companies and governments, as well as Chapter 20, the government-to-government dispute-settlement mechanism.

NAFTA tore down most trade barriers between the United States, Canada and Mexico, leading to a surge in trade among them. Mexico's deal was similar, except the country can send $108 billion worth of parts.

Chris Groenendijk, of the 300-acre Green Dike Farm in Westholme, near Crofton, where 150 cows are milked, said such agreements chip away at Canada's dairy sector.

But chamber president Perrin Beatty said the details of the text needed a closer look before a final verdict could be rendered.
