Police have charged Arsalan Khawaja, brother of Australian Test cricketer Usman Khawaja, with attempting to pervert justice and forgery over a notebook that supposedly contained a terror hit list targeting federal politicians and places in Sydney.

Arsalan Khwaja is being questioned by NSW Police after being arrested at Parramatta on Tuesday as part of an ongoing NSW Joint Counter Terrorism Team investigation.

He was charged with attempting to pervert justice, by giving untrue evidence in proceedings against Kamer Nizamdeen, and forgery, by making a false document, Canberra Times said.

The Australian Broadcasting Corp. reported police were not alleging Arsalan meant to carry out terrorist attacks but that he tampered with the laptop to frame a colleague, 25-year-old PhD student Mohamed Nizamdeen.

Mohamed Kamer Nilar Nizamdeen, who has returned to Sri Lanka, plans to sue for compensation after being detained in Goulburn's Supermax jail following his arrest in August.

Later, hand-writing experts found differences between the script in the notebook and Mr Nizamdeen's own writing.

He appeared before Parramatta Local Court on Tuesday afternoon.

Occurring back in August, Nizamdeen, 25, was charged with a number of terror offences and held in custody for one month, after authorities found a notebook that allegedly detailed potential attacks on Sydney landmarks and plotting to kill then Prime Minister Malcolm Turnbull and his former deputy Julie Bishop. "But, really, the person who is responsible for what occurred to him is the person we're alleging manufactured this document", Assistant Police Commissioner Mick Willing told reporters in Sydney.

The ABC said Arsalan Khawaja aimed to frame Nizamdeen in a dispute over a woman.

"We regret what happened to Mr Nizamdeen".

"I just ask you to please respect my privacy, and my family's privacy during this time".

Pakistan born Australian batsman Usman Khawaja is due to make a return from injury this Thursday against India in the first of a four match series.

Following "definitive advice", NSW Police formally withdrew the charges on November 16.

"In relation to the charging and the subsequent dropping of the charge against the Sri Lankan citizen, we have offered, and have paid his court costs", Willing said.
