Top US doctor urges 'aggressive' steps against e-cigarettes

"We must take aggressive steps to protect our children from these highly potent products that risk exposing a new generation of young people to nicotine", Surgeon General Jerome Adams said in a rare public advisory.

Adams also called on states to implement strategies to address e-cigarette marketing, which federal officials have accused of targeting young people.

Parents, teachers and health professionals should educate themselves about e-cigarettes, explain the risks to children, and be a role model by not using tobacco products, Adams said.

The CDC says more than 3.5 million high school and middle school students vaped in the past month, and a growing number are using Juul.

Alex Azar, secretary of the U.S. Department of Health and Human Services, pointed to recent data from the National Institute on Drug Abuse that showed the percentage of high school seniors who used e-cigarettes in the last 30 days almost doubled to 20.9 percent from past year.

The government's top doctor is taking aim at the best-selling electronic cigarette brand in the USA, urging swift action to prevent Juul and similar vaping brands from addicting millions of teenagers.

E-cigarettes are handheld devices that induce the feeling of smoking by delivering nicotine, flavorings and other additives to the user through an inhaled aerosol. One major advantage of e-cigarettes, in addition to a dramatic reduction in risk, is that they cost substantially less per dose than the combustible kind. And studies show that teens who vape are more likely to also try burnt cigarettes.

"We know that the notion that e-cigarette aerosol is harmless water vapour - something even my 14-year-old son thought was true - is a myth", Adams said.

"The recent surge in e-cigarette use among youth, which has been fueled by new types of e-cigarettes that have recently entered the market, is a cause for great concern", he said.

Adams singled out Silicon Valley startup Juul. The company leapfrogged over its larger competitors with online promotions portraying its small device as the latest high-tech gadget for hip, attractive young people.

The surgeon general's advisory notes that each Juul cartridge, or pod, contains as much nicotine as a pack of cigarettes.

More than 10.9 percent of 10th graders said they used e-cigarettes in the past year, the survey said.

The company's move came after the Food and Drug Administration announced plans to restrict the sale of flavored e-cigarettes to young people.
