As a protracted partial shutdown of the federal government was on pace to be the longest in U.S. history, President Trump made the comment as he headed from the White House to Texas, where he visited the U.S. -Mexico border.

Trump has been counseled by outside advisers to move toward declaring a national emergency for the "crisis" that he says exists at the southern border.

President Trump also said he has "no idea" whether he can get a deal with House Speaker Nancy Pelosi, who opposes spending money on an "ineffective, wasteful wall".

The president said the "easy solution is for me to call a national emergency. but I'm not going to do it so fast", adding, "This is something that Congress can do".

Some 800,000 federal workers have been affected by the ongoing partial shutdown, missing their paycheck on Friday.

Trump invoking a national emergency "might break an impasse and it needs to be broken one way or another", Shelby said as the Senate adjourned.

"Replacing more visible rights harms with - potentially - less visible ones is not a good answer", St. Vincent said. "The only emergency we have on the border right now is people seeking asylum".

An emergency declaration could activate special powers under which the president can redirect federal money without additional authorization from Congress.
