"America, we are better than this".

However, the report does state that "the effect of human-induced climate change is combined with natural variations and can compound or inhibit the realized severity of any given extreme weather event", and that "both anthropogenic climate change and the legacy of land use/management have an influence on US wildfires and are subtly and inextricably intertwined".

At various points during her speech, Ms. Harris took on the Donald Trump administration and its narratives about America.

Michael Ahrens, a spokesman for the Republican National Committee, called it "fitting" that Harris chose "the most liberal district in deep-blue California to launch her campaign".

Brown, 84, supported Harris in her successful 2003 run for San Francisco district attorney, noting: "Yes, I may have influenced her career by appointing her to two state commissions when I was [California] Assembly speaker".

Harris's campaign will be based in Baltimore and led by Juan Rodriguez, who managed her 2016 Senate campaign.

Harris joins early Democratic contenders including former Housing and Urban Development Secretary Julian Castro, Maryland's John Delaney, Hawaii's Tulsi Gabbard and NY senator Kirsten Gillibrand.

Harris has faced recent controversy over the revelation that she was unaware that one of her top aides, when she was Attorney General of California, settled a workplace harassment lawsuit.

Since 2017, Sen. Kirsten Gillibrand, D-N.Y., former Secretary of Housing and Urban Development Julian Castro, Sen. In the weeks before last November's elections, she traveled to the leadoff caucus state to campaign on behalf of Democrats, and also visited other early-voting states.
